HCSF INAUGURATES TECHNICAL WORKING COMMITTEE TO DRIVE FEC-APPROVED DIGITAL TRANSFORMATION OF FEDERAL CIVIL SERVICE

ABUJA – The Office of the Head of the Civil Service of the Federation has inaugurated a high-level Technical Working Committee to drive the implementation of the Federal Executive Council-approved digital transformation agenda for the Federal Civil Service. The inauguration took place on Friday, August 14, 2026, and marks a shift from policy approval to structured implementation.

 

The Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, described the move as a defining milestone in civil service reform. She said the digital transformation agenda must translate into measurable improvements in how government works and delivers services to citizens.

 

‎According to Mrs. Walson-Jack, the Committee was set up following FEC’s approval of the Federal Civil Service Digital Transformation Progress Report. She noted that the Service must now move beyond fragmented digital projects and build a coherent, government-wide digital ecosystem where systems can communicate and information flows securely.

 

She charged the 11-member Committee to develop a comprehensive Digital Transformation Implementation Framework and Roadmap. The framework is expected to cover policy, governance, interoperability, cybersecurity, financing, capacity building, and monitoring and evaluation, to ensure sustainability beyond individual initiatives or administrations.

 

The HCSF stressed that the success of the initiative will depend not only on technology, but also on people, processes and institutional culture. She added that public servants must be adequately equipped to use digital tools effectively in line with the Federal Civil Service Strategy and Implementation Plan, and the Renewed Hope Agenda of President Bola Ahmed Tinubu.

 

‎Responding on behalf of the Committee, the Permanent Secretary of the Federal Ministry of Communications, Innovation and Digital Economy, Engineer Nadungu Gagare, described the assignment as strategic and timely. He assured that members will work with relevant MDAs to deliver a practical and inclusive framework.

 

‎The Committee is chaired by Dr. Deborah Odoh, Permanent Secretary, Federal Ministry of Budget and Economic Planning. Other members include Permanent Secretaries from Finance and Common Services, the Accountant-General of the Federation, the DG of Bureau of Public Procurement, and directors from OHCSF, with Mr. Alex Gwaske serving as Secretary. The ICT Service-Wide Department will serve as Secretariat.

 

The OHCSF said the inauguration reinforces its commitment to building a modern, results-driven and digitally enabled civil service. The Technical Working Committee is expected to submit its first report within one week, which will form the basis for setting up a Steering Committee chaired by the HCSF to provide strategic oversight for the transformation.
