HCSF TASKS STAKEHOLDERS ON MEASURABLE RESULTS FOR FCSSIP30

The Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, has called for a results-driven Federal Civil Service Strategy and Implementation Plan 2026–2030 (FCSSIP30) that will strengthen institutional performance, accelerate transformation and deliver greater value to Nigerians.

 

Walson-Jack made the call in Abuja while declaring open a stakeholders’ workshop for Directors-General and Heads of Federal Government agencies and parastatals on the design and development of FCSSIP30.

 

She described the workshop as a critical step in the stakeholder consultation process following the end-term review of the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25). According to her, lessons from the review would provide a strong foundation for the next phase of public service reform.

 

The HCSF stressed that FCSSIP30 could not be developed by the Office of the Head of the Civil Service of the Federation alone, but must be co-created by institutional leaders responsible for managing people and delivering services to citizens. She said the active participation of agencies and parastatals was essential to ensuring institutional ownership and sustainable results.

 

Walson-Jack challenged participants to critically assess the implementation of FCSSIP25 by identifying what worked, what failed and the barriers that constrained progress. She urged them to propose practical solutions that would strengthen the next phase of reform and ensure that FCSSIP30 moves beyond policy aspirations to measurable implementation, accountability and tangible outcomes.

 

‎She also highlighted the need to deepen digital transformation across the Public Service, citing platforms such as the Enterprise Content Management System and Service-Wise GPT as part of an emerging digital ecosystem aimed at improving efficiency, productivity and access to institutional knowledge. She said the new strategy must promote a Public Service that attracts and retains talent, rewards excellence, embraces innovation and technology, and responds more effectively to citizens’ needs.

 

In his remarks, the Permanent Secretary, Service Policies and Strategies Office, Dr. Ishiyaku Musa Muhammed, described FCSSIP30 as an important milestone in Nigeria’s public service reform journey. He said the end-term review of FCSSIP25 provided an opportunity to assess progress across its six strategic reform pillars and identify critical gaps for the next phase.

 

The stakeholder engagement will involve Permanent Secretaries, retired Heads of Service and Permanent Secretaries, development partners, the private sector and civil society organisations, alongside agencies, labour unions and other key stakeholders.
