The Nigerian Upstream Petroleum Regulatory Commission, NUPRC, says the Dangote Petroleum Refinery rejected about 15.5 million barrels of crude oil offered to it by producers in the second quarter of 2026. The disclosure is contained in the commission’s Q2 2026 report on the enforcement of the Domestic Crude Supply Obligation released on Monday.

According to the report, producers offered a total of 68.1 million barrels of crude to the refinery during the three-month period. The facility, however, accepted 52.6 million barrels, representing 78 percent of the volume offered.

‎The NUPRC stated that the Dangote Refinery had required 63 million barrels during the quarter, but producers offered a higher volume of 68.1 million barrels. The commission said the 68.1 million barrels offered to Dangote represents 98 percent of all crude volumes offered to domestic refineries‎.

“Eventually, 52.6 million barrels were accepted by the Dangote refinery. This implies that the refinery only accepted 78 per cent of what it was offered,” the NUPRC stated in the report.

The development forms part of the commission’s assessment of compliance with the Domestic Crude Supply Obligation, DCSO. The policy requires oil producers to make crude available to local refineries in line with provisions of the Petroleum Industry Act.

In a statement signed by its spokesman, Eniola Akinkuotu, the NUPRC said a total of 53.7 million barrels of crude oil and condensate were supplied to local refiners between April and June. This represents an overall performance rate of 97.4 percent.

The commission said the DCSO is being actively administered and enforced through monthly consultations with crude oil producers and licensed local refineries. It noted that the process is aimed at ensuring transparency and accountability in domestic crude supply.

‎However, the NUPRC clarified that in line with the PIA, the framework operates on a ‘willing buyer, willing seller’ basis, which ultimately shapes supply outcomes. Meanwhile, the Dangote Petroleum Refinery has disputed the commission’s figures and is asking for the statistics to be verified.
